Manchester social housing framework specialist Procure Plus has kicked off a mammoth £1.5bn framework to drive the installation of low and zero carbon technologies across social housing stock.

The four-year framework is split into 16 lots and covers everything from air and ground source heat pumps to solar panels, electric heating, battery storage and full retrofit packages including insulation and ventilation.

Work will be split between assessment, design and coordination services (lots 1–6) and delivery of multimeasure retrofit installations (lots 7–12). National specialist lots also cover specific technologies such as air source heat pumps (lot 13), ground source heat pumps (lot 14), electric heating (lot 15), and PV and battery maintenance (lot 16).

The new framework will run from November 2025 to November 2029 and is intended to support retrofit schemes aligned with net zero and decarbonisation goals across the housing sector.

The framework opens the door to work across the public sector, including housing associations, councils, schools, NHS trusts and emergency services.
